Some interesting stuff here concerning the "antiquated" system Paul inherited.
This agenda item for Jan. 13, 2004 (prepared Dec. 4, 2003 -- barely eleven months after Paul took office) shows that a computer systems was already in place, and, furthermore, that the dept. had been planning for three years to acquire a new system.
